Background: The index file in your public root (public_html) is always the first file your browser will read. This file, the index.html is where the IDS under construction information is found.

Note that its not recommended to delete the index.html page if you are not adding your own index file, anyone accessing your site will be able to see and have access to all your files.

Delete or rename the index.html file in the root directory, the root directory is the /public_html/ folder. (do NOT delete the folder, only the file)

Do this via your FTP client (eg FileZilla), if you do not have one set up yet, then go to File Manager in your cPanel, in the Folder: public_html right click on the index.html file and rename or delete it.

Note: Refresh your homepage a few times (F5) to clear your cache to se the change in your browser.
